East Devon National Landscape, part of East Devon District Council, recently published its new 5-year strategy, the East Devon National Landscape Management Plan 2025-2030. A key objective is for the National Landscape to be net zero by 2050.

As part of our commitment to deliver this target and a first step on the journey towards net zero, the East Devon National Landscape team wishes to reduce our Scope 2 emissions through reducing the carbon footprint of our office premises. East Devon National Landscapeis seeking proposals from a qualified engineer to scope out and deliver the installation of solar panels and all associated battery storage infrastructure to the office premises.

3. Scope of Work & Deliverables

The successful supplier will deliver a comprehensive report containing the following information:
• Design & Engineering: Feasibility, structural roof assessment, and electrical schematic design.
• Solar PV System: Supply, mounting, and commissioning of high-efficiency solar modules.
• Battery Energy Storage System (BESS): Supply and optimization of battery infrastructure.
• Grid Connection: Management of the DNO (Distribution Network Operator) G99 application process.
• Handover: Testing, commissioning, and staff training on systems (as required)

4. Technical & Compliance Requirements

Electrical & Grid Accreditations

• Approved Competent Person Scheme: The lead electrical engineers must be
registered with an approved regulatory body to legally sign off commercial
electrical work and issue an Electrical Installation Certificate (EIC).
• DNO Liaison Capability: The company must have proven experience navigating
the G99 grid connection application process with National Grid Electricity
Distribution (the DNO for East Devon). They must manage the connection
approvals both prior to installation and during the final commissioning witness
testing.

Code of Practice Compliance

• IET Electrical Energy Storage Systems (EESS): Contractors must design and
install the battery infrastructure in strict compliance with the Institution of
Engineering and Technology (IET) Code of Practice for battery storage, ensuring
safety, fire isolation, and appropriate ventilation standards are met.
• BS 7671 (Wiring Regulations): Mandatory adherence to the latest UK wiring
regulations, specifically Section 712, which dictates the exact safety and
isolation setups for solar photovoltaic power supply systems.

Engineering & Structural Rigour

• Structural Wind & Load Calculations: The contractor must supply structural
calculations proving that the office roof can handle the “dead load” of the panels
and the “wind uplift”.
• Roof Integrity Guarantees: A mandatory requirement that the fixing methods
used will not void the existing building or roof warranty.

Cyber & Software Requirements

• Data Security for Monitoring Portals: The smart inverter and battery management
software must offer secure, encrypted data paths. It should seamlessly interface
with office local area network (LAN) or use a secure, independent 4G/5G data
logger without compromising your main network’s firewall.

Health & Safety Compliance

• CDM 2015 Regulations: The contractor must act as the Principal Contractor
under the Construction (Design and Management) Regulations 2015, providing a
fully developed Health and Safety File, a construction phase plan, and sitespecific Risk Assessments and Method Statements (RAMS) for working at
heights.

5. Required Output

• Technical Proposal: Proposed component datasheets, layout drawings, and
estimated annual generation (yield calculations).
• Commercial Schedule: Fixed-price, itemized costing breakdown (hardware,
scaffolding, labour, grid applications).
• Case Studies: Evidence of similar installations, ideally on public sector
properties or within protected landscapes.
• Implementation Plan: Project timeline including lead times, structural
verification, and on-site build duration.

6. Supplier Requirements & Expertise

Tendering organisations must demonstrate:
• Proven expertise in installation of renewable energy infrastructure, including full
project delivery from scoping through to implementation.
• Compliance with all technical requirements as outlined in the tender

Budget & Timeline

This is an invitation to quote. Please briefly outline your proposed approach to this commission, drawing on your experience to demonstrate how you would successfully deliver these objectives along with a price for completing the project. Max 4 pages.
